how to install plugin

I am new to rails.i am trying to install plugin in my application(OS- windows) using the command

ruby script\plugin install url

i have try for 3-4 url but response only is url not find is their is other way to integrate the plugin .I have set path of SVN.

Do you have the command line svn binaries (gui only client like tortoisesvn is not enough) ?
