What is the best ide for ruby on rails ?, I use linux. please forgive me if the question is elementary. I am java/.Net developer I want to broaden my horizon.
Many, though not all, will suggest that an IDE is not useful for Rails development. Choose an editor with ruby support (I use jEdit, Komodo edit free has also been recommended) and use the console for running scripts.

+1 for Colin’s suggestion. I’m able to move pretty fast now that my fingers are used to the key combinations I use with Emacs and GNU Screen.
I did use NetBeans for a while when I was getting started, and I found the support to be pretty solid. Oracle is discontinuing direct support for Ruby and Rails in the upcoming version and throwing it over to the community to continue maintenance, so it remains to be seen whether this will remain a viable option.
Hello, I would suggest <a href="http://www.jetbrains.com/ruby/" target="_blank">RubyMine</a>, or for multilinugal reasons IntelliJ, a Java IDE from <a href="http://www.jetbrains.com" target="_blank">JetBrains</a>.
It supports a big bunch of common rails tasks, just try it (the community-edition is free).

I have Netbeans, I didn't want to count on it as an option because of what you have mentioned about oracle
