If you’re on Windows, Linux, or Mac, then I would personally recommend JEdit with the Rails plugins (http://rubyjedit.org/)
Its not as pretty as the others, but equally functional as textmate and open source. It fills in that “text-editor+++++” genre of IDE. Though, it does do things like syntax checking, autocomplete, highlighting, and file management.
