RadRails or JEdit w/ Ruby plugin - the former has more Rails specific tools like generators especially helpful for getting your app started. The latter I find better as a plain editor, and it has lots of useful plugins. (Perhaps Eclipse with the RadRails plugin and then other plugins, would also be helpful.)
