I like using http://www.radrails.org/ , its based off eclipse. However alot of people are fans of textmate but its mac only.

I use and like Textmate. It's a good text editor, but I wouldn't
call it an IDE.

I use Radrails, and though it's not perfect it'll have to do for my non-Mac self.
I've also had jEdit recommended it to me. I couldn't get into it, but perhaps you'll like it. My coworker uses it exclusively.
ruby jedit is nice. a bit lighter than RadRails, with ability for quick-keys (abbreviations) to make it as snazzy as Mac users' Textmate.
