Its nothing new. We created the same project while learning " Agile Rails "
We followed the step by step instructions as given in the book. We created on local machine with Netbeans IDE and finally pasted the same code in Heroku.
You can also get the free trial space on Heroku. All You have to do is register and work online.

I use HostingRails for shared hosting and it's quite acceptable - it starts at US$4 per month (on a 1 year plan). There are a few steps to follow for getting it right but it's not a big deal and is documented quite clearly at a number of places.
