I need some help

I can't start webrick from the command line. always have this error below. Some one help, please.

is IIS already installed?

Notice that error. It looks like something else is running on port 3000. Run Webrick on some other port.

Open a command prompt from windows and run the following command:

netstat

This will show you what is currently open.
