is there a Rails developers directory by city? how does one go about looking for freelance rails developers in their vicinity (I'm looking for one in Toronto/GTA area).

While I don't know of any such, you might try giving the folks at TRUG.ca (Toronto Ruby User Group) a boo. If there were to be such a list somewhere, I imagine some of them would be on it, and if not, the trug may still be able to put you in touch with some possible candidates :wink:
