I've built my rails app as an xhtml skeleton, I now need someone to do the graphics and design work. This isn't a paid contract - instead, I'm offering rails (or php/java if I absolutly have to) programming in exchange.

I’d be up for that. I’m just starting out as a designer, so I don’t have much in the way of sample work to show you, but I know CSS like the back of my hand, and would enjoy working on your project.
I’m really just looking to build up a portfolio, so I don’t need anything in return.
