The hardware requirements for CentOS are the same as the equivalent Red Hat Enterprise Linux. Do a Google search for Red Hat Hardware Compatibility and you should get the list.
As far as software is concerned, CentOS 5 does have Ruby available, as well as Apache, MySQL, etc. I think it may even have Rails built available in the standard repository. However, the versions of the packages involved were stable as of about a year ago, so you may find some features of "today's" Rails missing. You'll have security and bug fix updates since then, but few new features.
I've worked with CentOS 5 -- it's a nice platform. Because it's as compatible as you can legally be with Red Hat Enterprise Linux 5, you can find all the documentation on the Red Hat site.
