Thanks for the initiative, but are you aware of the rails-br group in Google Groups <rails-br@googlegroups.com>? It is already reasonably active (a couple dozen posts/week). Since mailing lists depend on critical mass to be useful, what would be the benefit of the rrig group? Unless of course the idea were to create a unified Portuguese-speaking group, but then "Ruby on the Rails International Group" would not be an appropriate name.
