If you want to find more contributors, translate it into English. I was looking at that project, but I can't speak Russian.
Ok. I will try to do it. I think google-translate helps to me.
Generally must be translated only locale file.

Looks interesting. But please get rid of restful-authentication -- it's garbage and generates unmaintainable code. Authlogic or Devise is what you want.
That said, if I have time (а если можно понимать русский язык), perhaps I'll see about contributing...
