You probably want the 'if IE' thing after the scaffold stylesheet, so that IE will end up with the correct styles. Try that out..
You're also missing the space before the '>' at the beginning, and before the '-->' at the end. I vaguely recall that some browsers look for the ' -->' string to end a comment vs just '-->' (no space before).
