Can not install sqlite3 gem in ruby on rails windows

I am having a problem when running bundle install on sqlite3 when following the section 3.2 $ rails new blog

on

Getting Started with Rails — Ruby on Rails Guides

C:\Users\abenjmii\Desktop\Microverse\Projects rails\BLOG-APP\bin>bundle install

Gives the following error :

What you could do boss, is to open msys2 if you happen to install it already then run this commands

rm -r /etc/pacman.d/gnupg/
pacman-key --init
pacman-key --populate msys2

if it doesn’t work

pacman-key --keyserver keyserver.ubuntu.com --refresh-keys

or

pacman-key --refresh-keys

Can I run those lines of code on windows

Yes, if you have like mingw
