What do you mean that it does not take the changes you have done in the table? You should be making the changes using a migration.
Have a look at the Rails Guides (http://guides.rubyonrails.org/) where you will find one on Migrations.
In fact I suggest that you work right through a good rails tutorial such as railstutorial.org, which is free to use online. That will show you the basics of rails.
