Shouldn't rails be shipped with the responsive meta tag?

Hey everyone, I have been working with Rails for quite some time now, every time I generate a new rails app I have to manually go into the application layout and then fix in the <meta name="viewport" content="width=device-width">. I have been wondering why Rails doesn’t ship by default with this tag.

Is it intentional or just anyone has never thought about placing it there. I mean in the modern world of web applications and advocacy for responsive web applications, Rails boasts of being productive right from the start and i think this would be a no brainer to a freshly generated Rails application.

Any thoughts as to why it’s not already there?
