rails version release ntoes

Hi,

I followed the links and tried to view the release notes of rails versions. for example for REL 2.3.2,

http://rubyforge.org/frs/shownotes.php?release_id=32262

but no notes displayed. I suspect there is something wrong with the system of the web site?
