Mephisto or Radiant

I'm fairly new to rails, learning slowly:)

I want to use rails to create a new site, I suppose you could think of it as a cms site but I would like it to be flexible in that page layouts can be very different (like a web app) and snippits of copy could be used in areas.

Something like zurb.com

What in your opinion would be a good start for this? Mephisto, Radiant or built from scratch which might I'd like to do but am unsure how to structure my models / db tables.
