IDE: NetBeans IDE 6.0 http://script.aculo.us/ for Ajax

I'd use a good editor like Textmate or JEdit; really haven't found a need for an IDE, I just use the Ruby Debug Gem. (http://rubyforge.org/projects/ruby-debug/)

Regarding Ajax frameworks, I'd recommend jquery or if you're going to use the "default" prototype then look into lowpro which allows you to do unobtrusive javascript.

what os are you using, it might be easier to install and use if you’re using ubuntu or some linux distro.
