UK States list using Carmen gem

I am unable to get the UK states list using carmen gem..how can i get them..

Doesn't look like Carmen ships with state data for that country, although the author would probably welcome a patch that adds it

To make things easier we have no states in the UK what so ever. We do however have counties and a list of them can be found here:
