international payments

I just built a store in rails with active merchant - authorize.net. Everything works great except international payments always get declined.

Does anyone have any recommendations on resources to checkout or know anything that might be helpful?

I'd guess it might be a limitation of your merchant account. Can you do an international transaction manually through the authorize.net 'virtual terminal'?
